After many hours of digging through the support at phpBB.com without any satisfactory results, we finally managed to find the culprit modification in the database that prevented the creation of new users on the forum.
We don't know how long this error has persisted; we probably wouldn't have noticed if Dragos from Buzau hadn't made one (or two) calls to alert us. Thank you!
